Our Customary Courts Observer initiative :
is implemented at both the federal and regional levels across Ethiopia, covering all regions irrespective of whether customary courts are formally established.

  • In regions where customary courts are already operational, the initiative focuses on assessing their current status, institutional arrangements, operational challenges, and compliance with legal and human rights standards.

  • In regions where customary courts are not yet formally established, the initiative examines the progress, policy direction, and plans for their establishment, including readiness, legal frameworks, and stakeholder engagement.

This nationwide approach ensures a comprehensive understanding of customary justice systems across different contexts and supports harmonised policy development at the federal level.

As of March 2026, customary courts have been established in:

1. Oromia

2. Amhara

3. Sidama

4. South West

5. Southern Ethiopia

6. Central Ethiopia

Laws to establish these courts have been enacted in:

1. Benishangul Gumuz

2. Diredawa

Pilot Community Justice Centres have been established in:

1. Afar (Asaita)

2. Addis Ababa
